Your glow plugs may be toast because of them being on too long. Pull them
and check or replace. Make sure glow plug solenoid is good and not shorting
to keep glow plugs on all the time. GP are 12v anyway, not 24v. If more
than 12v at GP, you have other problems.

            I got a CUVC that developed glow plug issues. It started with
the GPs not coming on regularly. Now if you turn the key to just short of
the on spot the GP light comes on dim and doesn't turn off. When you turn
fully it goes out. If you turn right to the on/run position it doesn't
light at all. It appears that that with the ignition in the on position,
there is 12V at the plugs constantly with GP light off. Apparently one of
the black wires running to the box under the dash burn/broke off. Cleaned
it up and reattached which didn't help anything.

 

I assume the box under the dash is the controller. Does this sound like it
is smoked? If I am getting 12v at the plugs are they smoked too?
