It's part of what's called an "Unstucker Kit". You mount a spool of rope to
the end of it and pay out the end for connection to a tree or something
immovable. Like Ottawa. Then you put her in gear and use the wheel's drive
direction to winch yourself out of whatever mess you wound up in. I've
never used one, but a few of the M151s and Canadian Iltis vehicles had them
as part of their on-board kit.
