Hi Mike,
   This is what the circuit is. There is a temperature switch on the
after passenger side of the block.
Current is fed threw this switch when it is cold and provides juice to
the injector advance control and the
fast idle solenoid.
   Evidently if you manually set the fast idle to engage, it will allow
you to start when the engine is cold,
even without activating the injector advance.
   I managed to track things down and it turns out that the temperature
switch had died. I wired in a toggle switch
so I could activate the injector advance and the fast idle solenoid.
This worked well. The minute the engine
heated up good I pulled over and flipped the toggle switch. The rpms
went down to a reasonable rate,
and away I went. I got the replacement part, but haven't put it in yet.
