half-track whatsit?

The front winch-bumper on a WWII half-track has three bolt holes punched in it's face. One is dead center and the other two are just outboard of the frame rails (R & L), leaving them precisely 39" apart. Each hole is 5/16"-ish in diameter.

What are these holes for?
