I cant speak for this particular agency, but many larger police agencies use
vehicles for "Rescue" in a SWAT sense. If they have someone down, and under
fire, they use a armored vehicle to move in and rescue the person. My local
police department uses an donated armored car that previoulsy belonged to
Brinks or a similar company. However, they are not "armored" in any military
sense of the word. The truck has a trap door in the floor so they can drive
over the person and lift them up into the armored car, then back off. Perhaps
this is what was meant. FYI-this local department had the opportunity to get
a good V-100 Commando as a "Rescue" vehicle but it was rejected as looking
too "Militaristic" and because it might offend some community members. A
local Sheriiff department up here used their M114 tracked carrier to rescue a
Deputy who had been shot by a maniac barricaded in a trailer. It's not all
sinister with law enforcement agencies.
