Whilst all this business about Hummers and M151's has been going
on with the MVPA: I have been having an Email duel with the MVPA
(and the editor of Supply Line) over a company called G & S
publishing who put out the "Military Surplus Hotsheets".

My problem is that the MVPA who claim to be an International
club are providing a direct link from their web site to these
MSH people who on their web site are telling Americans not to
supply parts to us Foreigners. MSH are using exageration and scare
tactics and have obviously no interest in the truth as I have
provided them with a copy of the requirements to export ex-mil
parts etc., from America. This was supplied by a US Consulate.

After roughly 4 months of repeated requests to the MVPA to remove
the web site link to MSH I have had enough of being "fobbed off"
and am now putting the information on mil-veh.

It has become apparent to me that MVPA would appear to be nothing
but an "old boys club" and us foreigners are obviously not
included.

Put yourself in my position: I am now having no success
in obtaining parts for my US vehicles out of the US!

There are are couple of companies who have bothered to find out
what the requirements are (actually it is what the requirements are
NOT as there is in reality very little that is forbidden to be
exported from the US) but these people only stock a limited range
of parts. I have dealt with them without a problem and have supplied
an "end use statement" where necessary - end of legalities!

Do you want to know the really bad part? MSH advertises its
product (latest Military Vehicles magazine for instance, page
29) as a "World-wide bi-weekly" so they are only too happy
to take foreigners money for there product, but at the same
time are telling all their US readers via the internet not to
sell to these very same people.

Below you will find what I wrote to the MVPA and the complete
exert from MSH. Note that they say they will keep there
readership informed. This piece of propaganda has not altered
in the last 4 months! Despite all my efforts.

As a an Australian member of the MVPA I know that the
MVPA prides itself on being an International organisation: thus
I feel it needs to address the following problem. Below is an extract
from the "Military Surplus Hotsheets" which I found directly through
a link on the MVPA website!

This sort of ill informed scaremongering has probably cut off at the
legs anyone who is not an American citizen from obtaining parts out
of the US. People we can do without this! It is hard enough as it
is to find suppliers who will ship overseas without this sort of
thing!

All they had to do was inquire as to what the procedures are and
then put them into their site instead of scaring everyone.

NOTICE: In conversations with several of our advertisers it is clear
to us at G&S Publishing that everyone buying and selling military and
general government surplus equipment should be knowledgeable of the fact
that there are Federal Regulations set forth by the US State Dept.
governing what can and cannot be exported from the US. Many items
require an export license. Would this effect those of you who just want
to sell your surplus item to another US citizen here in the US? Maybe
not but don't put yourself in a position to be named as a co-conspirator
in some export fraud case because the party you sold that military
radio, Hummer part, military manual, uniform component, etc. to got
caught trying to sell it without the proper credentials to an
overseas buyer . More than likely you would not be arrested but
proving your innocence could be very costly and give you many
sleepless nights. The State Dept. can be very intimidating in
cases such as this. How can you insulate yourself from
this and yet feel comfortable about selling those items? Nothing
is foolproof but you can take some simple steps that will help.
If you know the item is to be exported, make sure your buyer is
licensed. Give a dated bill of sale (signed by both parties)
stating your item is "Not For Export" (unless the exporting party
is licensed). Most of all, don't be afraid to call the State
Dept. if you have any questions about the legality of the transaction
and its potential export. They can be very helpful. The name of
the game is still that phrase "cover your a__". There are probably
other things that will help and undoubtedly some of our readers will
contribute. We will keep you informed as we learn more.

Please help to clarify this situation (say via "Army Motors" or
"Supply Line") before it gets out of hand
and the only people who can buy US vehicle part etc out of the
US are US citizens. this situation will come about because of
ignorance of the law not because of the law!

If you have read this far then you can probably guess (after the
M151 and Hummer saga) at just what point I am at - exactly where
I was when I started 4 months ago! You will also note that there
has been absolutely nothing about this in any MVPA publication.

It seems to me that the MVPA is just a self seeking beauocracy
that is not interested in its members. Maybe the "old boys" are
looking after each other? It would appear that the MVPA and MSH
are both lacking in credibility and ETHICS.!

After all what is so hard about removing a WWW link from your
web site?

I am not 'having a go' at Americans. It is the particular
organisations mentioned that I am disatisfied with.
I have tried my best to resolve this situation in a quiet
way and am now resorting to the list as a last choice.

Remember this: just how the h___ is anyone who lives outside
the US supposed to get parts?
