You might first try a product called Kroil (AeroKroil in the aerosol can) =
from Kano Labs. It frees up rusty stuff like nothing else I've ever seen!

Hi! Drill them out. You don't really need them anyway. You can always
retap and use next screw size up. That's what I did.
