[MV] M38 carb question

Hi gang...

Perhaps some kind soul can help me out...

While troubleshooting a problem of intermittant loss of power (went away when
cleaned out the fuel intake screen and shot carb cleaner in) I started trying
to figure out the purpose of the threaded port on the upper drivers side of
the carburetor (above the fuel inlet port) on my M38's engine. When I bought
the jeep, nothing was connected to this port, but the disconnected tubing and
connector from an unlabeled black-knobbed pump on the dash was nearby.

When the engine is running you can feel a slight vacuum if you plug the port
with your finger. The engine lugs down a bit a few seconds after plugging
the hole, like the mixture has changed, so I assume that air is being drawn
into this opening. I thought about plugging it with a threaded flare plug,
and readjusting the carb, but I guess I'd like to understand what is for
before taking any action.

Drawings in the Tech Manaual show an elbow and what is termed a "vent line"
attached to this port. It is not easy to see where this vent line goes, but
it looks like it goes to a fitting on the rigid portion of the fresh air duct
leading from the air cleaner to the top of the carb. A similar fitting does
exist on the air duct, but it is plugged right now. But what would be the
purpose of a secondary air intake on the the carb, coming from the same place
the main air comes from?

This jeep shows signs of once having the fording option installed (such as
the black-knobbed pump on the dash)
Perhaps there was some interconnection between this system and the mysterious
(to me) carburetor port.

Any ideas? Thanks!

Steve Johnston
