[MV] Wavering Fuel Gauge

While playing with my M38A1 I noticed that my fuel gauge doesn't register
correctly. Even with a full tank it reads about 5/8 full. Taking the wire
off the fuel sender unit causes the needle to deflect over to "F", but when I
put it back on, it reads correctly. Turning the ingnition switch off and
back on causes the gauge to show the incorrect level. Also, when the engine
is running the needle seems to waver slightly. I don't think it's a bad
ground, could the gauge be bad? The sender seems to be working properly.
Any thoughts from the fuel gauge specialists?
