[MV] Clarification of policy on commercial postings to mil-veh

To clear up any misunderstandings about commercial postings to the
list, I have added the following to the informational message sent
to each new member:

Although brief, personal "For Sale" or "Wanted" postings
are appropriate, please check with <postmaster@skylee.com>
before making commerical postings that are not in direct
response to a question posted to the list. If you own or
are involved with a business and your posting concerns that
business, it would be a commerical posting. In any case,
only messages with a direct connection to the private
ownership of military vehicles are appropriate. If at all
in doubt, contact <postmaster@skylee.com>.

I will probably revise this further in the coming months. My intent
is not to discourage messages that will help people who have posted
questions to the list. Rather, I wish to keep the list focused on
military vehicles and prevent it slipping into a morass of only
peripherally related topics.
