My understanding of the BATF rules is that the gun must not be capable of
chambering or firing live ammo. These must be permanant alterations. It could
be argued that a weld could be removed.

I heard of a guy that made a plexiglass side plate, so you could see the
action move. Since the gun would fire one round before falling apart, he got
fanged by ATF for manufacturing a machine gun.

Most of the companies selling dummy guns made from parts kits plug the
barrel, mill down the internal parts on the right side, and use a fabricated
extra thick right sideplate.

I have a replica 1919A4 from Lee Hutchins. It is very realistic, and about
half the price of a parts kit gun.
