As a Zoning Enforcement Officer for a small community in Connecticut and
a Military Vehicle Collector I am in a unique position to see and be on
both sides of the fence on this argument.

Most communities have a section of their Zoning Regulations that deal
with nuisance. Unregistered motor vehicles usually fall into that
category. In my community we do not care if the property owner has
hundreds of vehicles as long as they are all indoors. It is only once
they are stored outdoors that the vehicles become a problem. In my case
I have rented a barn with the Building Official and we store our jeeps
and spares in the barn and in fact the barn has become our workshop and
gathering place.

In my town we do not go seeking unregistered vehicles except once or
twice a year we do sweeps to identify problems sites. Our normal
enforcement activity is generated by neighborhood complaints. The
advice to speak with your neighbors is excellent. Our Planning
Commission has issued several permits for the keeping of more
unregistered motor vehicles on a site, but only after a public hearing
and on the condition that the vehicles cannot be viewed from the
adjoining property.

You will find that rural communities tend to be more forgiving on this
issue than urban and suburban communities.

My advice is to consult with your friendly neighborhood planning
department regarding their enforcement procedures and regulations.
Where a permit is feasible, apply and obtain a permit before the Zoning
Enforcement Official comes knocking at your door. And most important
keep peace with your neighbors, Nothing gets the neighbors upset faster
than beating on sheet metal at midnight on a school night.

You can enjoy this hobby and not run contrary to the law, but it takes
research.
