The primary reason for standardization at 24 volts is the supply issue.
If you have ever moved a military unit to the field you know that
everything you own goes to the field.

As the Motor Officer of a Mechanized Battalion, all of my spares came to
the woods with me in the back of a 5 ton and its trailer. Each
different vehicle system requires its own set of spares. When ever you
can standardize, for example they all use the same light bulbs, then
that is that much less you need to have on board the truck. You will
find that there are many common parts between totally unrelated vehicle
systems for this very reason.

Communications equipment is another reason for standardization at 24
volts. All current military radios that can be vehicle mounted run at
24 volts.

This runs well back in military history. I owned a 1917 military
ambulance for a period. The Army required that these vehicles be
delivered from the factory with the front and rear tires of the same
size while the civilian vehicle was delivered with different sized tires
on the front and rear. This was specifically requested to reduce the
supply problem of stocking two different sized tires for the vehicle in
the system.
