I have seen various claims of what it was made from, most of them
contradictory.

The Ryton Publishing book on Tiger I mentions that the requirement was to be
capable of being troweled on in the field, dry quickly, and be rock hard and
paintable when dry.
It was manufactured by the I.G. Farben Chemical Co. and was called
Nitro-Spachtel by them. It was first used in the summer of 1943 to defeat the
magnetic mines that were normally thrown on the tanks by Russian tank killer
teams.
