[MV] trailer weight vs state requirements

I have recently discovered that my WW2 water buffalo with a GVW of 3495 lbs
requires vehicle service stop brakes in the state of NH where I live. The
trailer did not come with brakes when built.

Others who have larger MV trailers may want to think about how this affects them
in their own states. Last summer I helped get passed by the NH state
legislature a bill to allow registering of antique trailers. This means that
the trailer is only required to have in working order what it had when made.
