[MV] CCKW Ignition troubles

1945 CCKW truck will not fire up, please help. Here's conditions:

Starter is cranking engine. (Going pretty slow because of new rings.)
Plenty of fuel at carburetor (Using starter fluid and even sprayed into
spark plug hole.)
Timing is dead on.
Distributor is lined up properly.
Light blue/white spark at plug.
Medium tick sound (Spark could be louder).
Tried brand new coil but old GI stock coil has better spark.
Battery fully charged with over 600 amps & 6.2 volts.
Someone told me about needing a resistor in circuit from neg. coil to
primary terminal on distributor, but manual does not show it. Only shows a
wire from coil to distributor.
Ammeter is oscillating.
Generator is polarized.
Ground strap is good and clean.
