[MV] welding cylinders

The oxygen cylinders I use for medical oxygen have been green for the past
20
years, regardless of supplier. Chlorine are silver; helium are brown.

I have used chlorine, helium and oxygen in tanks over the past 20 years.
All of the large ones have had the protective screw on caps. I have also
keep them all chained to the wall. Double protection against a fall which
might knock the valve off and turn the tank into a projectile.

The small "E" size oxygen tanks (~10# you see these hooked on a wheelchair,
etc) do not come with a protective screw on cap.
