The Soviet Union no longer exists. That was nine years ago. You are now
referring to 15 separate countries, and as with any country, the exportation
requirements vary. The exporter needs to check this for you. And if they make
a mistake, causing something to be seized or whatever, remember, you are
screwed. There are no international powers to protect you.

As for importing, this varies from country to country. Some you cannot import
from at all. The ones you can, you must file an BATF form 6, listing an
"Impliment of War" and file for approval. There is no cost, but it must be
done. Any weapon must be deactivated as per BATF requirements.
