It looks just like the configuration used by US states to assign a chassis
number to anything that has lost it's original identity - my 'Cat got
86NV1504, presumably the 1504th number assigned by Nevada in 1986.
Don't recognise VP, or PO for that matter, but it doesn't look like a
factory number anyway.
