I believe he is talking about the multi-pin plug under the dash below the radio mount. I believe it was an interface with the PRC-77 or other similar set, for power or (?). All of ours had the same connector dash mount but we never had the radios installed in our Blazers.

The little round cap is hiding what is called a NATO slave receptacle. It is
for "jump starting" with 24 volts--using a special NATO cable designed to
fit the receptacle. 1SG
