You stick it over the end of the shock mounting pin, and use it as a
spacer to compress the two bushes by screwing it in against the washer,
though I've seen it done with any suitable diameter of steel pipe. The
slot cut in the face of the pipe (next to the washer) allows you to insert
the split cotter pin.

Having said all that, I always do it by starting the longer end of the
split pin in the hole, tapping till both ends are started, turn it 180o,
then just hold the bottom face of the washer in with a grip wrench and tap
though, then turn it 90o and spread the split pin as normal (easier to do
than describe)
