When we have a starter/flywheel binding problem with a block mounted
starter (like a small block chevy) we install a .040" spacer between the
block and the starter to move the starter gear away from the flywheel.
With a bellhousing mounted starter perhaps you can use a partial
shim between the starter and bellhousing to angle the contact, not good for
the gears but it beats taking it apart each time it doesn't start. Another
option in trying to move the gears apart would be to open the bolt holes in
the starter a few thousandths larger to allow you to keep the starter
straight but moved away from the flywheel. In lieu of opening the starter
holes you could take the mounting bolts and turn down the threads where they
go through the starter so that you get the same effect. You get the
idea...the new gears haven't worn enough clearance to let the bendix release
and you need to put that clearance in there. That could be why it starts
easy with the bolts left loose; artificial clearance.
