In NH (USA) I register my 'fleet' as antiques. Most (all?) states have such
registrations with some restrictions. I pay $6 to the town and $6 to the state
for the plates and use JC Taylor insurance with a premium of $255 per year 4
vehicles with a total collision value of $25,000.
You do not need a CDL unless it is over 26,001 # but the antique registration
may eliminate this. In NH they list the GVW as 0 lbs.
