I just finished putting a fuel pump on my A3. Assuming that you have the
same two-cylinder air cooled engine, I might be able to help a little. There's
a governor that your throttle cable linkage attaches to. There's a nice sized
access door over the engine on mine and that lets me get to the governor.
Take the cover off and see if there's something hanging up inside. On mine
the throttle linkage from the foot pedal and lever goes into the governor box
and is fed through a coil spring (I'm not so sure this spring is the correct
setup) and then a lever. A cable stop is slid onto the cable and secures it
so I don't have slack in the cable. When I finished putting a new fuel pump
on mine today, I had to reattach the throttle cable. As I was doing this, I
noticed that the carb linkage was kind of locked in the full on position and
moving the linkage that the cable hooked to had little effect on it till I
started the motor. Then the governor pulled the throttle plate to the idle
position. I think you have a broken spring, frayed cable or maybe the
governor is hung-up. Take a look and see what you can find out. I don't
have a manual, so this is the best I can do. Hope it helps.
