There is a voltage dropping resistor in the "switch assembly".
Resistor is shorted out in "Bright" mode.

One more thing, the assembly has a self reseting circuit breaker
in series with the battery feed.

I've had one with eroded contacts, totally dead, and another where the
headlight load would cause them to blink, slowly. Neat, when at night, you
loose
all your lights.

I was able to "carefully" and with "judicias force" disassemble, clean the
contacts and bypass the breaker. Placed a good, waterproof fuse+holder outside
for safety.
