As the US did camo some equipment during WWII, as well as he post war years,
and you did not specifiy, I am going to assume you are refering to the
postwar years.

The Training circular that illustrates adn specifies the method of going from
semi-gloss OD to the 4 color camo scheme is TC 5-200, dated August 1975.
this is a full color bulletin with color phots of the equipment and how to
paint it. As some of the equipment in the photographs has the 4 color camo
scheme AND shows signs of use, I'd say the actually implementation of this
preceded the August 1975 date, but at the moment don't have an earlier date
in front of me.
