Ken,
Were showers advertised as available to campers? Also, you don't mention
the show officials response when you discussed the situation with them. Did
you, or have you, contacted the show's organizers to discuss your concern?
This would seem proper and courteous before writing the nearest gov't
official with a demand like this.
