Correct !!!!
Possible other problems are :-

--wrong mechanical fuel pump
--pump actuating lever not making contact with cam lobe
--cam lobe damaged or non-existent
--pump diaphragm failure
--inlet/outlet valves in pump installed incorrectly (or wrong-way-round)
(although later pumps are sealed, early-model pumps are not twiddle-proof
)!!!!
--fuel tank cap not venting properly (have you twiddled with THAT VALVE????)

My advice here:-

disconnect tank-to-pump fuel pipe at pump. Blow down pipe. Get someone to
listen at tank filler neck. Can he/she hear the air bubbling back? If not,
pipe is blocked between pump and tank (maybe by the old fuel pump..... which
maybe the reason it packed up in the first place).

take pump off engine. Connect a short piece of hose to the "inlet" end. put
the other end of the hose into a small jar of fuel. Work the actuating lever
up and down. Does fuel spurt out of the "outlet" end of the pump?

When you've checked out the above........ come back and update us all on
progress. It's no use giving any more advice/recommendations until you've
checked these out first.
