I used to either hold it down with the three-string kit with
snap hooks that the French Army used on 5-piece antennas, or,
most often, just took the 5-pice antenna down, store it in its
canvas bag and stow the bag in the rifle holder on the
windshield... I also had a canvas cover for the base, but I
never found out if it was French or US Army...
Now I have taken the antenna off the Jeep altogether: it was
looking kinda silly without the Radio set...;). Nice to fly the
club pennants with it, tho...
