Not sure about M715 but on Jeeps and farm tractors the culprit more
often than not will be the ground to the vehicle. Especially if you know
the battery is good. Remove the ground wire from where it attaches to the
frame and use a wire brush remove any old rust and paint. Be sure your
cable is good and replace and retighten.

If still no juice to the starter. Get a helper and be sure every thing is
in neutral and try jumping directly to the starter. Don't do this by your
self it is very dangerous if your truck is in gear it could run over you.
I know of at least one man who was killed by doing this with a tractor.
However it will let you know if it is working.

Sometimes you can wiggle the wires while someone is cranking on it and it
will make contact and work . Then you know what area is not making ground.
