Here are two quotes taken from the homepage of Coleman's Surplus,
http://www.colemans.com/ ,which indicate you are not mistaken. It appears
the gov't wants to be the "wholesaler" and let the larger surplus dealers
act as the retailers or resellers to even smaller dealers or individuals.
Who gets what contract will determine how easy, or difficult, it will be to
get the stuff in the end.
