Hah, easy.....

Fuel, air, or water hoses may or may not be rigid - think of a firemans
DELIVERY hose which can be rolled up flat on a reel. Suction or vacuum
hoses require internal reinforcement so that they do not collapse when
vacuum is applied - the hose connecting the fire engine (or firetruck for
those across the pond) with the water supply has to be rigid and
reinforced otherwise it would just suck flat in use.

Having said that most semi-rigid hoses would take a little light use in
either duty - you just have to keep an eye on the burst pressure and the
lining material, particularly if you are using it for anything nasty like
fuel.
