M37 Oil in the breather pipe???

A friend of mine keeps finding oil pooled up in the "S" shaped aluminum
breather tube, between the Oil Bath Cleaner and the Carburetor. And also
getting into the vacuum lines for the distributor, etc. There is a port on
the bottom of this crooked tube, and I think it has a petcock screwed into
it. Should it have this, or be open to allow suction to keep the low part
of the tube cleaned out? Truck runs great, fresh carb rebuild, etc.
