You could make one Gavin, its only like a big pair of vernier calipers but with
a tape measure as a scale to determine the difference in track between the front
inner wheel rim at half height and the same point on the rear of the front rims.

Alternately you can do it with thin cord, a pair of 5 gal drums and a broom
handle by taking a line from the rear of the tyre, just kissing the front at
half height and over the broom handle across a pair of drums out in front with a
weight to keep the cord tight.

You have a geometric case of similar triangles, for each wheel diameter along
the cord the base dimension cross-wise will decrease by the specified toe-in
amount.
