The Boot you mention sounds like a product that has been used here in the UK
for years to "control" illegal parking - called a Wheel Clamp - it gets
locked to your vehicle and can only be removed after vast sum of money has
been handed over... unless you have a petrol driven angle grinder in the
car... then they come off quite easily. In the UK they are available from
most motorists shops.
