I know of no law, this is departmental codes or something to that effect.

This gets very interesting however. If it is demilled (i.e. scrapped) then
it is scrap metal. Are they trying to imply that it will be illegal to make
a particular vehicle be it from scrap remains or from fresh new material?
If this is the case then they are going to have to make it illegal to own a
particular vehicle, no fooling around with demilling, the vehicle itself
will have to be outlawed, else I don't see how this could ever be enforced.
