For night vision goggles I have had very good luck using ebay. A lot of
civilian items come up but also a fair amount of surplus military
equipment comes up for a lot less than you would pay new.
If your friend needs some immediately and is flush with cash, just type
in "Night Vision Goggles" into any search engine and you will pull up
lots of companies selling them.
