They were probably trying to work out just what the heck the clam
steamer was and whether or not it was illegal (moonshine still or
similar) and if it was worth pulling you over to ask what could be a
very silly question.
I had a Police vehicle drop in behing my Ferret one day (off road)
so after a while I pulled over and got out, so did the Police, when
I asked what the problem was they said "you pulled over, not us".
After which they had a look over the vehicle out of curiosity: one
was an ex-APC crewman it turned out, so thats probably why they were
trailing me.
