      Unless someone has removed the brass cartridge in the base of these
rounds they do indeed have a propellent in them. The round is propelled by
a cartridge that resembles a 38 cal blank. True inert rounds are solid
metal or plastic. Rounds containing the orange chalk "powder" are live and
are actually practice rounds. Although they do not contain explosives they
do fire. The blue tip indicates a training round and not an inert round.
