Joe, lots of things can explain a cut wire - how about a potential buyer
sabotaging the truck during the inspection period to get it cheaper?

 Rats also love gnawing on insulation. But you said CUT, --- probably a
two legged rat, but maybe not the motor pool snuffy.

Bottom line - check it over really well before bidding.
