What are the requirements in Tx, if that Fuel Tanker is being used by a
farmer to water cattle?

If I have some reason to stop you and you are driving a fuel tanker, you had
better have your own paper work and your vehicle logs and inspections/safety
equipment straight.

Fuel tankers are NOT something to fool around with. And, water weighs around
8lbs per gallon, so that's a lot of weight, even without the volatility.
