m211 power lose

Greetings,
   anyone know anything about the governor on a M211? After rebuilding the
engine I still have the same lose of power. An old coot here who worked on
M211s in the Army told me the Governor was not working right. How do I
override the governor? It will not affect the auto transmission because it
has a manual shift kit in it.
