As I am reading the messages, can and will are very different things
seemingly dependant on the amount of accrued bumf, the number of digits in
the S/N, the disposition of the cleric at the desk, the phase of the moon,
the state of the tide, the colour of your grandmothers eyes who was a sniper
in the Ghurkhas and which un-United state you happen to be in.

I do feel for you guys, I could get very angry very quickly with such petty
and undefined meaningless bureaucracy.
