The two clips that you refer to, go on the stick between the two end
pieces. That said, let me see if I can describe it a little better.
If you have ALL of the parts out of the barrel, there should be the
stick, the end piece with the slot for the stick, two very small felts, the
two clips, another end piece that touches the spring, the spring, and a
piston.
The two clips hold the gauge stick out for you to read after the pressure
is off and the spring has retracted by applying the slightest friction on
the stick. I usually put them on in opposite directions, with one gap one
side of the gauge and the other on the other. As for the felts, I have seen
only one gauge in twenty with the felts in them. Don't worry if you don't
have them, they just turn into powder after 50 to 60 years. Imagine that. I
have a few "parts" gauges if your need any replacements for things that might
be between the cusions of the couch or in your son's room in his Pokemon
collection. I don't have any felts but an arch punch and a sharp knife will
do the job. I hope this tome helps.
