Well, that's just the way it is. All fasteners (bolts, nuts, studs,
washers, etc) are spec'd by the diameter of the thread be it inch stuff or
metric. For normal pattern hex heads a 1/4" bolt needs a 7/16" wrench,
5/16" needs 1/2", 3/8" needs 9/16", 7/16" needs 5/8" for a bolt and 11/16"
for a nut (explain that one?), 1/2" needs 3/4, etc. But then there are
heavy series and others which are all different.
