Some more thoughts
1-new switch could be faulty
2-starter it self has a short in the windings or armature
3-solenoid has a short or break

I would pull starter and have it checked out.If OK then hook up directly to
a battery out of the vehicle and see if it spins.this will not be that
accurate because you are not load testing it but any obvious shorts should
be noticable.Also in time brushes and windings oxidize and can cause shorts
so a good cleaning and lubing on the bushings is in order.

Double check batteries and hook up.24 volts/lots of amps out of 2 batteries
makes an good welder:)
