Almost invariably a blocked pilot (idle) jet, even after re-assembly it is
easy for the tiniest bit of crud to choke the pilot jet, sounds silly but
re-check the pilot jet. This is a symptom of excessively weak idle mixture,
a quite small air leak will do it also. Spraying WD40 on joints is a good
leak indicator, it burns in small quantities giving tell-tale white smoke.

Marginal idle spark is highly unlikely but has happened:-

Possibly a very tight points gap or other fault like cracked cap or rotor
arm that is covered up when the engine speeds up, the dynamo charges,
battery volts rise and the spark power is just enough to regularly fire.

I'd still go for the idle jet.
