Yes, buy a flashing light with a clear cover. Then paint the inside of
the cover a colour no law enforcement or emergency service would use
eg, Pink! Or perhaps Beige or Light Grey or even White.

As nobody will know what the heck it means they are bound to be aware
of you and slowing down to see just what is up.
