I think you are safe from being nuked :-) For something to become law
both chambers have to approve it, but legislation can start in either.
Because of this need for cooperation, generally things don't get proposed
and voted on in one chamber unless the other is going to do the same
(although not exactly the same). Kinda pointless otherwise. Then they
have to work out the differences between the two. From personal
recollection, I can't remember anything that was passed in both chambers
which was not ultimately codified into law. However, there have been
some long drawn out battles over wording. Everybody has turf to defend,
which is exactly what our Founding Fathers wanted.

I'm sure someone will nuke me if I am wrong ;-)
