Floyd you can purchase Sodium Tri-Poly-Phosphate at the paint supply store
where it is sold to strip wallpaper and other things. Comes in container
like paper milk carton.This is alkline and will neutraize the acid. Make
strong solution - 10 ounces per quart of water - may take some
expermimenting but the stuff is not expensive. When you get it right it
will neutraize acid and also leave phospate coating that does not have to be
removed before painting and will retard rust some. If you get it too strong
will cause paint to "orange peel" and not to stick, if not strong enough
rust will be very papid.
